Andrew is a seasoned financial and commercial professional, with 16 years’ experience supporting public and private sector clients to deliver market leading infrastructure across North America, the UK, the Middle East and Australia.

Andrew has worked across the full range of markets and sectors, including aviation, education, healthcare, housing, light rail, water and energy.

Andrew leads teams advising on complex infrastructure procurement using a variety of contracting models including Construct, Design & Build, Design, Build and Operate, PPP and Outsourcing.  From a public perspective, he has assisted clients to articulate their infrastructure strategy, develop detailed business cases to prove affordability and value for money, design and run complex procurement processes and negotiate the final annual payment.  From a private perspective, Andrew has supported clients to raise debt and equity (including the use of senior debt, private placements, export credit, subordinated debt, institutional and pure equity), lead funding competitions, negotiated with funding clubs and set the final interest rate swap.  Post financial close, Andrew has also led operational asset reviews, portfolio valuations and refinancings.

Andrew is a guest lecturer at London Business School on its Project and Infrastructure Executive Education Course.
